Ira manages the City of Phoenix Aviation Department’s ADA and Title VI compliance program, ensuring accessibility and equity across Phoenix Sky Harbor International Airport (PHX), Phoenix Deer Valley Airport (DVT), and Phoenix Goodyear Airport (GYR). With over 15 years in civil rights, Ira previously led civil rights investigations for Phoenix’s Equal Opportunity Department (2005-2021) and served as a faculty member and subject-matter expert at the US Department of Housing & Urban Development's National Fair Housing Training Academy (2021). Ira holds a BA in Political Science from Arizona State University, an MBA from New York Institute of Technology, and an MPA from Northwestern University.
